In January 2025, President Donald Trump enacted a 90-day suspension of U.S. foreign aid, aiming to reassess its alignment with the “America First” policy. This suspension encompasses a broad spectrum of programs, including those addressing global health, education, and humanitarian assistance. Notably, exceptions are limited to emergency food aid and military assistance to Israel and Egypt.

Immediate Impacts of the Funding Freeze

The abrupt halt in funding has led to significant disruptions:

  • Healthcare Services: Programs providing treatment for diseases such as HIV have been forced to curtail operations. For instance, clinics in several African countries have had to turn away patients due to the sudden lack of resources.
  • Humanitarian Aid: Essential services like food distribution and healthcare have been severely affected, leaving vulnerable populations without critical support. Organizations are struggling to maintain operations amidst the funding uncertainty.
  • Security Concerns: In regions like northeastern Syria, the suspension has disrupted the security and administration of detention facilities holding Islamic State fighters, raising fears of potential escapes and regional instability.

Secondary Effects on Global Stability

Beyond the immediate disruptions, the funding freeze has broader implications:

  • Economic Strain: Many aid organizations have initiated staff layoffs and operational cutbacks, leading to economic challenges in communities that rely on these programs for employment and services.
  • Geopolitical Tensions: Allied nations and international bodies have expressed concern over the suspension, which could strain diplomatic relations and cooperation on global initiatives.

Impact on Muslim Organizations and Philanthropy

Muslim-led humanitarian organizations are particularly affected:

  • Programmatic Disruptions: Organizations operating in predominantly Muslim regions, such as refugee camps in the Middle East, are facing challenges in delivering aid due to the funding halt.
  • Increased Demand: With the reduction in U.S. aid, there is a heightened need for services, placing additional pressure on these organizations to fill the gaps.

Mitigation Strategies for Muslim Organizations

To navigate the challenges posed by the funding freeze, Muslim organizations can consider the following actions:

  • Diversify Funding Sources: Seek alternative funding from private donors, Islamic financial institutions, and international partners to reduce reliance on U.S. aid.
  • Strengthen Community Engagement: Mobilize support from local communities through awareness campaigns and fundraising initiatives, emphasizing the importance of sustaining humanitarian efforts.
  • Collaborate with Other NGOs: Form alliances with other non-governmental organizations to pool resources, share expertise, and coordinate responses to the emerging challenges.
  • Advocate for Policy Reconsideration: Engage in dialogue with policymakers and stakeholders to highlight the adverse effects of the funding freeze and advocate for the resumption of aid.

By proactively implementing these strategies, Muslim organizations can continue to uphold their commitment to humanitarian principles and effectively serve those in need during this period of uncertainty.

To further the mission of devising and implementing these strategies, we invite you to join the Global Donors Forum (GDF) in Istanbul on the 14th-16th April 2025, a unique platform bringing together high-level senior leadership from Muslim charities and philanthropy organisations. The GDF will host vital conversations, fostering discussions that lead to practical solutions, enhanced networking, and strengthened collaboration. By participating, donors and organisations can explore innovative strategies to maximise their impact and address pressing global and local challenges more effectively.

Join us in shaping the future of Muslim philanthropy. Be a part of the conversation, contribute to meaningful change, and work alongside others committed to making a lasting difference.
